Policy and Advocacy Working Group

 

Mission

To advance public policy that supports:
a) individuals with HIV/AIDS who are considering and/ or seeking employment and
b) sustains support during employment.

 

Goals

GOAL 1: To inform and educate the board about public policy that impacts people living with HIV/AIDS.

Outcome Objective 1
Ensure that the NWPC Board has up to date information on the broad policy issues and developments in programs that serve people living with HIV/AIDS that will provide context to the environment that exists for the NWPC Board's work.

Process Objective 1
Provide the Board with briefing memos about policy issues as policy and advocacy efforts warrant.

 

GOAL 2: To inform and educate the HIV/AIDS community about current policies that affect people living with HIV/AIDS and employment.

Outcome Objective 1
Ensure that HIV/AIDS providers are aware of programs and policies that may benefit or disadvantage?) their constituencies.

Process Objective 1
Attend identified HIV focused conferences and provide educational opportunities for providers about HIV employment programs and issues.

Process Objective 2
Develop information (both direct and links) of existing services on NWPC website.

Outcome Objective 2
Provide information to people living with HIV/AIDS about current policies related to work entry and re-entry.

Process Objective 1
Attend identified HIV focused conferences and provide broad based information on federal policies related to work entry, re-entry and benefits continuation.

Process Objective 2
Develop information (both direct and links) of existing services on NWPC website.

 

GOAL 3: To educate policy makers and key decision makers about the need for employment entry and re-entry programs for people living with HIV/AIDS and the importance of benefits maintenance for people living with HIV/AIDS.

Outcome Objective 1
Ensure policy experts and advocates in HIV/AIDS community have the research and accurate information about the importance of HIV/AIDS work entry and re-entry programs and understand the real and perceived barriers for people with HIV/AIDS that are considering employment.

Process Objective 1
Meet with HRSA HAB officials about the importance of work entry and re-entry programs, present the data and develop relationships with key individuals in the HAB.

Process Objective 2
Meet with representatives of CAEAR, NASTAD, AIDS Action, NAPWA and NMAC to present data and develop relationships.

Outcome Objective 2
Ensure elected officials have the research and accurate information about the importance of HIV/AIDS work entry and re-entry programs and understand the real and perceived barriers for people with HIV/AIDS that are considering employment.

Process Objective 1
Identify and develop relationships with key staff and elected officials in Congress by meeting with them to educate about the research on the importance of HIV work and re-entry programs and the barriers that currently exist.

Process Objective 2
Identify certain states that may be ripe for conversations about programs that might be developed at the state level and develop relationships with key staff and elected officials by meeting with them to educate about the research on the importance of HIV work and re-entry programs and the barriers that currently exist.

 

GOAL 4: To research, develop and advocate for sound public policy strategies based on strong community input and assessed need that supports: a) individuals with HIV/AIDS who are considering and/ or seeking employment and b) sustains support during employment.

Outcome Objective 1
Ensure that the NWPC policy agenda and strategies are consistent with the needs expressed by people living with HIV/AIDS

Process Objective 1
Develop preliminary policy agenda from results of studies and needs assessments.

Process Objective 2
Conduct group "conversations" at conferences with people living with HIV/AIDS to solicit input.

Process Objective 3
Conduct group "conversations" at conferences with HIV/AIDS providers to solicit input.

Outcome Objective 2
Research programs and best practices for work entry and re-entry programs with similar goals that also sustain benefits for individuals who become employed.

Process Objective 1
Research the successes and failures in states' implementation of welfare reform.

Process Objective 2
Research recent and current work related programs and initiatives to look at individual strategies, funding streams etc. that may be useful in developing public policy models for people living with HIV/AIDS.

Process Objective 3
Conduct a literature review of DOL and DOE programs that may be pertinent.

Outcome Objective 3
Draft a draft policy position paper and advocacy strategy for approval by NPWC Coalition Board of Directors
